Encryption will prevent the message from being forwarded to unsecure servers and will expire the data after a period of time, so the info will be safely cleared out regardless of what email data policies the recipient party uses.
To encrypt a message in the desktop app, while writing the email draft, go to File > Set Permissions > Select "Encrypt-Only".
To encrypt a message in the web app, press the menu button to the right of the "Send" & "Discard" options, then select "Encrypt".
If you are on a different version of Outlook & are having trouble accessing email encryption, feel free to reach out to the tech team.

*As an additional note, emails in Outlook that are not sent as encrypted will still have security preventing basic data theft but will not have protection against intermediate data theft. Finally, while a breach is unlikely, all emails have some level of vulnerability to advanced data theft techniques, so IT recommends deleting particularly sensitive emails as soon as possible. Further, avoid sharing any unnecessary personal information or personal identifiable information about members.
